Situation

Seismic activity has plagued the western coast of Altis, leading to extensive damage and transforming Kavala city into a lawless zone. IDAP, a humanitarian organization, intervened to provide aid but is now withdrawing due to escalating seismic activity and a NATO blockade is being enforced in preparation for full scale intervention.

During their retreat, various armed groups, including thugs, FIA, and Vanguard PMC members, have taken hostages, including civilians and IDAP personnel, in the hopes of using these hostages as tickets out of the island.

Theseus was able to pull eighteen hostages out of Kavala successfully. A small number of civilians were killed in the action throughout the city.
